In the incomplete combustion of hydrocarbons, less energy is given out. Water is still produced, but instead of carbon dioxide, it produces carbon monoxide and carbon. When the collar on a Bunsen burner is closed, less oxygen gets to the flame and incomplete combustion occurs.
