This man is working with a highly radioactive sample. He is protected from the radiation by lead canister; this blocks the alpha, beta and most of the gamma radiation. It does not completely block the radiation, however, and so he is wearing protective clothing. In this case, he is wearing a lead apron. This is just one layer of protection; there will be procedures in place to measure exactly how much radiation the worker is exposed to.
